Welcome to the third blog in the series about the GRDSv8. The GRDS has gone out for whole-of-government consultation and we are blogging about some of the changes you may have noticed from GRDSv7.
As a fan of the British TV show ‘The Bill’, yes guv’ner was always being used, especially to DCI Jack Meadows. The term seems to have been around since Victorian times when Charles Dickens used it in ‘Bleak House’. You may not realise that are there are many ‘guv’nering’ bodies in Queensland and we are giving them their own function in the GRDSv8.
What have we done
As the term ‘Governing Bodies’ does not actually appear in the existing GRDS, you could be forgiven for not realising that they are actually covered by the ‘major internal committees’ record class.
We know that the management of Boards is much more involved than organising meetings and taking minutes. In Queensland there are 6 different types of boards:
- Trading – public trading enterprises engaged in commercial activities, e.g. South Bank Corporation
- Governing – govern the operation of an agency, e.g. Queensland Theatre Company
- Policy/Review/Specialist – have a policy or coordination role (Local Government Grants Commission); have a review role (Public Records Review Committee); have a specialist, scientific or research role (Radiation Advisory Council)
- Trustees – boards that manage public trusts, e.g. Anzac Day Trust
- Advisory/Consultative – to advise and made recommendations to Ministers and agencies on policies, e.g. Animal Welfare Advisory Committee.
So, the new function has been divided into 2 activities:
- Board management – managing the board itself, including appointments and separations as well as fees and allowances
- Statutory powers – managing records of the establishment, alteration and operation of the governing body.
Here’s what we’re thinking.
The Department of the Premier and Cabinet maintains the Queensland Register of Appointees to Government Bodies. These records are kept permanently and we are proposing to align the retention period with the current record class for employee service history (GRDSv7 15.4.2) – retain for 80 years from date of birth or 7 years from date of separation, whichever is later.
